The Photos app has a built-in feature that lets you get frames from videos and save them as photos in your camera roll. Here's the easiest way to extract frames from videos:

Open the Camera app.
Open a video in your camera roll.
Tap the edit icon with the three horizontal liners.
Drag the vertical white line to see the various frames in the video, stop once you see one you wish to save as a photo.
Tap the More icon.
Select Save Video Frame as Photo.
You'll see confirmation that your photo was saved to your Photos App Library.
